Agreeland moves government to Manhattan, Barton

Agreeland has taken control of a small area in the city of Manhattan in Barton District. Manhattan has become the de facto capital, with the government residing there, while Kansas City remains the legal (de jure) capital of Agreeland. Agreeland plans to return the government back to Kansas City at a later date.
